Data format problem

I have a dataset from the World Bank on ginis. The MVs were originally .. but I changed them to "." Brought them into Stata, encoded the ginis, but I am now getting valid values for all cases:

.The ginis from the WB data are gini1990, etc. The encoded data are gini1990new, etc. The WB data have 15 non-missing cases for gini1990 and all missing for 2014 and 2015. But here is what I get:

So why do I get N = 214 for all years and all values = 1 for 2014 and 2015 when they should be all missing. I attach the data. Thanks for any help.
