Variation of a parameter between contexts

I want to run an xtmixed model. My dependent variable is the agreement with the statement "Government should give everyone a job, who wants to work" on a scale from 1 to 5 (gov_job). My indenpent variable is among others being from eastern Germany (0/1) (east). My macro level units are the administrative districts of Germany (district). My question is, if the variable being from the east is a random slope variable, because german districts are either in eastern Germany or in western Germany. Does the effect of east therefore vary between the contexts? Which of the following commands is therefore the right one?

xtmixed gov_job east || district: ,cov(un) var
or
xtmixed gov_jov east || district: east,cov(un) var
