Can you open Stata file from the filesystem without moving the the file's parent directory

The default behavior of Stata when opening a file from the filesystem (by double clicking them, or otherwise invoking the system's open command) is for Stata to load the file from the full path and then silently change the working directory to the parent directory of the file. This is rarely the behavior that I want, and it's especially irksome when opening .smcl log files, where it's definitely never the behavior I want.

Is there a way to change this setting so the terminal remains in the current (or upon startup, default) directory?
