svy command for survey data without PSU information

Hi, I have a question about using svy command.
I have a cross-country dataset which contains weight variable but no information on the PSU or strata. Moreover, different sampling frames, stratification and weighing variables were used to derive the weight variable. In this case, can I still use svy command? If not, can you advice what command I can use to analyse the survey data?
