Combining date interval data from two separate datasets

I have two datasets, one containing the start and end time of work shifts throughout a year, and another containing rain event data, with the start and end times of various weather events. I would like to create a binary variable within the first dataset to indicate whether or not it was raining at the start or end of the individual's shift. I am working in Stata 14.
